Because in the Japanese version she's speaking perfect Japanese without an accent. If the Holy Grail War took place in an English-speaking country it would make sense for her to have an accent of some sort in an English-dubbed version, because realistically a servant summoned to a time/place that speaks their native tongue would probably keep their accent.
One could probably assume that being able to speak the native language without a foreign-sounding accent is one of those things that servants get when summoned along with knowledge of the current era.

It's been a while since I've actually heard Saber speak, but didn't she speak in an overly polite way? The stereotypical way for dubbers to do that has been with a British accent. At least, I remember they did that for Yu-Gi-Oh with Bakura. It'd work even better because she actually is British.

Shiro says multiple times in the VN that Saber looks like a high school girl. Since Fate/Zero takes place 10 years before the VN, so 1994 if I'm not mistaken, that'd make her 15, which seems about right. Also heroic spirits don't age so she's the same age when being summoned by Shiro.

Overall yes although it doesn't really have a middle ground, it's either excellent or trash.
The thing with dubbing in this country is that the voice acting pool is fucking enormous, such work seems to have less of a stigma, but very little gets dubbed here anymore.

I'm pretty sure Servants are summoned with the language and immediate knowledge of their local surroundings. I don't remember the dub, but wasn't she very formal? Which is weird because outside of the monarchy business, chivalry warfare doesn't seem to have room for any grace like muh japanese samurai.

Adding accents sounds good on paper, but then you actually think about it, and it's retarded.
The origins of the heroes are meant to be secret at the beginning, so what happens when you give them regional accents? Saber's British, Lancer's Irish, it all narrows it down, and adds a plot hole to the English version that simply isn't there in the Japanese, cause they're speaking Japanese.
This would also create just about the biggest fuck up ever, when you add Archer into play. Everyone else is talking weird, when suddenly you got this guy who's sounding like your average joe on the street. Kinda makes the biggest spoiler in the game a bit too obvious.
Further, what about characters who would have accents we don't know about? Like, what's a Babylonian accent? You can push it even harder, and point out that King Arthur likely wouldn't have an accent 100% mimicking a modern English one. In an attempt to be "realistic", it just comes off dumb and ignorant.
there's also the fact that servants are brought into the world with the customs and basics of the society around them, so you have a reason why they wouldn't have accents in the first place.

They are speaking Japanese and its set in Japan. A servant will be able to speak the language of its master fluently due to their master/servant contract. Saber speaks in a very polite, formal Japanese dialect. The only time her native accent bleeds through is when she prounounces Shirou's name.

Hell, it would sound nothing like the "English accent" of today. And thinking that there is just one standard "english accent" is silly considering the UK is probably the most diverse place in the world for its various regional dialects and accents.
To give you an example, go and read any of the Canterbury Tales by Gregory Chaucer. They were written in the 14th century with the accent and dialect of the time and they sound weird as all fuck. If you learn how to actually speak it you sound like you are speaking in a retarded half french half italian accent.
