Maybe they figure it'll rub off on it somehow. Koei Tecmo literally just copied Honoka's design for DoA5 and even named the character Honoka and has her doing the same pose. Japan is perfectly capable of it's own brand of Chinese bootleg style copying of others successful ideas in times of desperation and cash grabbing. They even made an entire medium for it called Light Novels.

It's not Trigger running the advertising on this. Trigger are just the grunts, this is Aniplex's latest probably bad idea for an original anime and judging by the character descriptions it already sounds excruciatingly bad right out of the gate. Even Valvrave and Charlotte had to wait to show the true depths of their shit and horrible characters. For whatever reason Aniplex really seems to think what people want most is asshole anti social horrible human beings for characters, but considering they're probably aiming at fucked up anti social otaku and fujoshi who are probably supposed to relate to these characters with this maybe they are on the money and everyone else that isn't going to spend money on it anyway is irrelevant. That's kind of the shit hole anime finds itself in nowadays, gotta pander to those social rejects cause unless it's Love Live or Gundam or some day time show nobody else in the world gives a damn.

It's cause the average anime can make exponentially more money by pandering to a select group that will literally empty their bank accounts for the right branding and set of ideas that cater to their obsessions than aiming at the mainstream who will probably just watch the show and never spend more than maybe a few hundred yen on it's related merchandise. It's been like that for a while though and only becoming more that way with every passing year. Arguably Fujoshi are even more viable than otaku, like Otaku have their obsessions but fujoshi are certifiable in how they will blow loads of money. The only reason otaku are even still a factor in the whole scheme I think is because fujoshi have proven to have little brand loyalty while otaku will be loyal for life pretty much as long as the content keeps coming at a steady stream.
This still looks DoA by the way unless there's some other angle here that hasn't become apparent yet.
