Because that's how they're depicted in Japan as well. If you're not speaking Kanto-ben or at least Kanto-ben, you're looked down upon and more or less discriminated. Is why people go to length to hide their accents when they're around people from Tokyo. That's not an anime thing, that really happens.
Hell, the Japanese word for 'accent' is inherently derogatory. It's not a neutral term like it is in English. In Japanese the word just straight up means 'wrong' or 'different'.

There's this cult of unschooling that venerates Tae Kim (or to give him his full academic name, Tae Kim), and feels that professors, universities, etc. are Doing It Wrong; grammar should be learnt by feeling; the path to fluency goes 1) read porn games, 2) erm, 3) fluency.
Fansubbing, scanslation, and /a/ are all over it, mainly because it panders to their prejudices: "you know better than all the rest of the sheep" "there's this one simple trick that makes everything easier" "the mainstream doesn't do this because they're not as smart".

fansubber here, I took jp classes in uni and that's definitely the right way to go (although I should have started sooner and tried to find an opportunity to visit jp for immersion). I don't know where these fansubbers are who proclaim that they learned jp from anime but the only thing that it's done for me is reinforce vocabulary and introduce me to a lot of aphorisms and puns.

It depends on the context. In many cases, memes are just another sociolect of the English language. Just another way of showing belonging to a specific community. If this is the case, then the proper way is to use an English meme. Because the meme has no actual point, other than showing the anime character's social class and personality. The meme is a speech register, in the same way as formal speech would be, for example. In Stein's Gate, the proper way of translating would be by using English memes. (But NOT memes randomly looked up at Know Your Meme, with no understanding of context or time period and no use of actual memespeak, only memes added to regular English).
If the meme is an actual plot point, on the other hand, it would may make sense to keep it, so you don't get forced into eventually rewriting the entire plot. I've never come across this, though.
