I've been wondering something about the characters size. I mean, I'm guessing there are at least 1 or 2 new character introduced per volume, with very high chance of them being harem candidates.

You're right about too many new characters. But Index is not a harem, at least in the sense of the girls affections for him being relevant to the plot. I'm a firm believer in a no romantic end, and if we do get one, it'll be a throwaway mention in epilogue or afterword with no relevance to the story.

IIRC Index was supposed to be a oneshot and thus Touma losing his memories was a sort of ending for his story, but then they decided to make a series out of it and Kamachi had to deal with that issue, but I'm not 100% sure about this so don't take my word on it.
Anyway, the amnesia will come handy to introduce more characters from Touma's past and to hide the true nature of IB and the Invisible Thing till it's convenient for the plot.

Because Railgun was being adapted from a manga that had pacing and action already laid out. The parts most people seem to dislike of railgun were anime only filler because the manga didn't yet have enough chapters.
Index anime for some arcs has some pacing issues and the problem is that lots of the set up in the light novel doesn't actually pay off without having more seasons. The mistake is thinking of the two shows as being separate works as opposed to about the same world with different characters as the focus.
