Mikoto winning would be a shit-tier writing, but right now she's the only girl that loves Touma, wasn't kicked out of the bowl by plot and has her crush regularly brought up. What works against her is that Touma doesn't give a slightest fuck about her as a girl, which at this point should eliminate her from the contest in any decently written story.
The metagaming gives her advantage as well, being the most popular Raildex girl and one of the most popular girls in general, being in the story since beginning, and having a long plot line about her crush.
Unless Kamachi brings back Othinus or Misaki into bowl, or gives sudden major focus to some background girl, or introduces a new girl Touma will fall in love with, Misaka will remain the only real competitor. Yes, she shouldn't win, yes, it would be an awful writing, but she's the only one with this romance thing still going on.
Still, I'm giving her less than 10%. Getting over her crush after realising the differences between her and Touma would be a much more reasonable development.

Look at Touma's interactions with Othinus in the last volume - they have a really amazing dialogue, where you can see how close they are. On the other hand Index is just all about eating Touma's food. If she had those kinds of interactions instead of Othinus no one would say she has no chances.
