Why do people keep mentioning Watchmen? Watchmen only had one superpowered hero and the attempt to monitor and control them had past before the events of the story.

This anime was inspired by it.
Mind you, Watchmen isn't just about the philosophical question of who watches the watchmen, it was also about how superheroes (even if it was really just one god dude and a few guys in costumes) would shape real world history.
ConRevo (which does has far more real supers than just one blue god dude) has obvious parallels with that part, where supers play a part in Japan's alternate Shinka era history (and the rest of the world).
Plus of course the use of flashbacks in Watchmen. ConRevo just happens to be one big flashback.

Every single episode jumps around to show the consequences of the superhuman bureau's actions. Pay attention to the bigass numbers that say what year of the era they're in.
It's usually 5-year jumps, either forward (like Emi and Kikko trying to get Jiro to come back to the bureau, or robocop trying to blow up the ultimate weapon thing) or backward (to when gigagon wasn't even megagon yet, but just gon)
This time the time-leap was different because their usual "peak" timeframe happened after Jaguar had (simultaneously) done some actions which caused great consequences.
