It depends what you mean by "Moe", I'm sure all CGDCT shows can certainly be enjoyed by little girls to a degree, but some like for instance Non Non Biyori have that underlying healing / melancholic feel to them that they will not be able to appreciate so, yeah they can enjoy it, but only superficially.

For what its worth, I let my nieces watch Azumanga Daioh, dubbed, when they were 6 and 5. They both liked it.They actually thought Chiyo's name was "Chiyo-chan." I later explained what -chan meant to them causing the older one to add -chan to her name. I almost regret that, but it was cute.
I've been thinking of trying dubbed K-On, but I wouldn't be able to stand hearing Totori's voice when she's not being Totori.
