There's no reason to use Armor Evolution anymore. Armor Evolution is less stable than normal Evolution, not to mention in their normal states, Angemon and Tailmon are stronger than Pegasmon and Nefertimon.
Besides, Tailmon's ability to Armor Evolve is linked to the loss of its Holy Ring. By losing its Holy Ring, it unlocks its dormant ability to use Digimentals. As long as it has it, it probably can't Armor Evolve.

It's not. The only way to get Imperialdramon is from Veemon/Stingmon, Palidramon, or Dinobeemon, all of which need some type of fusion.

Look, it's really all very simple. In the context of Adventure, Imperialdramon evolves from Paildramon which is derived from a fusion of XV-mon and Stingmon. In some games, they can reach the form on their own, but in this particular piece of canon, it's the result of a Jogress, much like how Omegamon is the result of a fusion between WarGreymon and MetalGarurumon. The games and V-pets are all irrelevant here. The only thing that matters is what's happened in the shows themselves.
There's no reason to ignore this particular plot details now. In Adventure, Imperialdramon is the result of a jogress between XV-mon and Stingmon. Nothing else really matters.
