Pri-Pri does not create new muscles when he transforms. He simply flexes harder. He does seem to heal up pretty quickly, though.
Watchdogman also only has superstrength, but he may have other abilities. Some have theorized that, because of his watchtower, he might have enhanced senses like super hearing or a super sense of smell to help him defend Q city.

Blast was the first man to break his limiter, gaining on top of physical abilities rivaling Saitama's, the ability to absorb, store and unleash energy (kinetic, physic etc). As a result of this placing himself outside the natural order of things combined with humanities growth and mastery of the world, God has decided to wipe out humanity.
