The important thing to remember is that deceiving others is Akira's #1 defining trait and there's zero reason to believe that she doesn't have other deceptions going on.
That said, the entire reason Akira wanted MireiMamo in that facility was obviously to test them/try to push them to their limit. What remains unknown is whether Akira is doing this as part of her own plan or part of Evil Corporation's plan.
It's possible that the Hiiragi family company is allied with or got bought out by the Evil Company, or maybe they're rival companies and the Hiiragi company has corporate espionage going on which is how they know part of what's going on and how they got early warning about girls being sent to the islands.
We'll have to wait and find out.

I've also been getting that same anxiety. For most fanservice shows, I just don't normally care because they're run their course and do what they do. The rebels and Lady Lady are allowed to exist outside the castle to keep things more stable inside the castle, It's easier to keep control over a community when people who aren't happy can just up and leave, and Akira tolerates enough shrinkage in castle supplies that the exiles have no real reason to bother the castle uninvited. Having that element of conflict between Welters and Ritters keeps the interaction down to a minimum, so the Welters still have control over the castle without dissident input.
I don't know how to incorporate the hostage situation into this theory, except that the Welter that organized it probably thought she could exploit the system better from within it than as a ritter.

The series was advertised with all these cutesy looking MireMamo pictures where they lovingly stare into each other's eyes with interlaced fingers and do other sappy shit. The first animated PV shows them making out in some private bedroom somewhere. The ED song is the two lead actresses singing in character about how super ultra in love they are. And the first couple episodes literally contained "omg she's my ideal prince but she's a girl, doushio" shit. It couldn't possibly have been more of a typical yuri thing if it tried.
Those are the things that made me want to watch and stick with the show. If it had been something where they go "this is all just about boobs, girls get physical with each other because they're forced to but actually want some dick", I wouldn't have bothered.
They can still deliver and shut me up though, which is why I'm still watching. If they don't, it'll all have been a classic bait and switch.
