Any hero can at least be considered a superhuman when compared to a normal person, and LLR is strong enough to be a B Rank, but unfortunately, we only saw him fighting a whole gank of criminals wearing power suits led by a B Rank criminal wearing an even more powerful suit; then a Demon level monster that can defeat S Rank heroes, and finally Garou, who is the second strongest villain to appear in the webcomic yet.
Licenseless Rider should be easily capable of defeating C or B Rank criminals and some weaker monsters by himself, but we never see him doing so because we only get to see the the monsters that even the S class cannot deal with by themselves.
