While I don't think Ikuhara or Enokido are capable of ever topping Utena, Penguindrum was still really good. The last episode in particular is one I can rewatch and never get tired of. It's really stunning on a visual level.
Sanetoshi's VA did a really great job throughout the series. He's always able to keep his cool until the finale. He just completely loses it when Kanba sacrifices himself for Himari and when Momoka passes on, you can feel the anger and acknowledgement of his utter defeat.

It isn't necessarily that one world's system translates exactly in the other but that the messages seem to be contradictory, Utena was about Utena defying her fate and Himemiya's as the rose bride. Penguindrum is about Shouma and Kanba accepting they're demonic creatures born of evil terrorists and that they must die so that Himari and Ringo can live.
