I still don't really understand why Luffy and Zoro didn't just insta-gib Bellamy's crew in Jaya.
The whole "we don't want to cause trouble" excuse because knocking them all out instantly would've caused less of a ruckus than standing around getting thrown through windows for half an hour.
The whole "they were so weak it's just not worth it" excuse doesn't make much sense either, because knocking them all out would've taken less time/effort than just sitting there being hit for however long the bar-trashing took.

After a certain amount of thought I think Doflamingo was above admiral level. If you think about it nobody could break through his birdcage. Jack won against Inuarashi (i think that is clear because Inuarashi fell into coma) but his underlings where outnumbered and were close to losing. Then Jack said "Bring the gas weapon out then!".
