Most side characters get at least a little arc, like Satoshi and Nakano, and later Takasaki and even that one douche from Tokyo. Imai and Tanigaww get a ton. Ryou sort of disappears by the end though.

Most of the thugs at Nan High before Itou and Mitsuhashi showed up graduated by the time serious shit started happening, and everyone who showed up after that either gave up after meeting Mitsuhashi or turned into a Sagawa. Yuichi is actually supposed to be pretty strong apparently.

It gets much better after the first few volumes, but I wouldn't really call them bad either. A bit formulaic maybe, in fact I think Mitsuhashi actually had a catchphrase, but not really bad.
