There was a sort of story arc some years back for the Digimon franchise, detailing around an event in the Digital World. The Digital World was overloaded, its population having grown far beyond predicted boundaries. Yggdrasil, the host computer for the Digital World, thus concocted a plan. It unleashed the X Program, designed to wipe out a certain number of Digimon. Digimon killed by this program would not reincarnate as would normally occur. Instead, they simply stop living altogether. Afterwards, Yggdrasil moved everything a New Digital World, in a sort of "Noah's Arc" like scenario.
However, certain Digimon grew resistant to the X Program. They developed something called an X-Antibody. In addition to rendering them immune to the X Program's effects, it also altered their appearances and strengthened them considerably. To Yggdrasil, this was undesirable, and it mobilized the Royal Knights to wipe out any Digimon who bore the X-Antibody.
That's about the gist of it. It's no longer relevant since that particular arc's passed a long time ago.

Jou, I think, is stuck in indecision, the same way as Taichi is during Movie 1. He is stuck in the difficult journey towards his dreams, where his best doesn't amount to much, and the responsibility he surely must have felt on being the one of the 8 Digidestined in the country to handle the new Digimon attacks. The biggest problem in Movie 1 is that he just can't be sincere towards his friends.
