This was explained already, Kanou saw something while working at CCG which disturbed him greatly, to the point where he decides to "no longer live in the human world". He resigns, but apparently keeps access to a ghoulification laboratory CCG owns but officially knows nothing about. There's probably an interesting backstory of blood and intrigue here as Kanou leaves CCG's service.
Souta and Kanou have been hinted at being aligned, perhaps he met Furuta while working at CG, maybe Furuta was even his bodyguard. Eventually Kanou reaches a point in his research where he needs a ghoul, and he contacts Furuta.
Rize comes on the scene as Shachi's daughter, entering the otherwise peaceful 20th ward and racking up kills in her overfeeding orgy. She disturbs the peace, she'll bring unwanted attention and have the doves running. The previous district was already trying to kill her off, Furuta just succeeded where she failed.
A two-for as well, Kanou needs a ghoul, and a person to test the ghoulification surgery on before ghoulifying the twin sisters. Kaneki was a perfect match, caught with Rize when she had her guard down while she was feeding.

At this point I feel like this absolutely needed to happen. It's no secret that Ishida's art in the chapters that S1 of the anime covered wasn't exactly satisfactory, so having them animated was real neat.
