It flip flops between moods, styles, genres and ways of telling its story. It's actiony, but not as much as other shonen battle manga. It's dramatic and well written, but some parts are a lot easier to digest than others. It's really a bit of a clusterfuck that's hard to detail, in detail, without spelling everything about it out.
If you want to watch it an really find out what it's all about, be patient with it. Everything up to the Yorknew arc is not representative of the work as a whole, but if you like Yorknew then you'll likely like the rest of the show too.
Watch 2011 or 99, they both have their merits. For a first time watching I'd recommend 2011 just so you can go back to 99 and appreciate the difference, because going from 99 to 2011 isn't as smooth a transition.
