It's the Skypiea saga. Jaya and Skypiea are seperate arcs. Jaya has it's beginning and end.
The Water Seven saga is made up of Davy Back Fight, Water Seven and Enies Lobby. Water Seven and Enies Lobby are counted as the same arc because Water Seven doesn't get it's ending until after they come back from Enies Lobby. It's not so much a continuation from Water Seven as it is the second half of it. All the characters and plot points carry over.
Jaya's villain (Bellamy) and most of the plot points and characters don't cross over into Skypiea. They are their own separate entities.

But unlike other arcs/sagas, they didn't have a major part of the story plot be introduced in one island and then have the resolution in another. Like Little Garden, the major story characters and story arc for that island was the Giants and their fight. It was resolved in that same island even though we have the Saga conflict going on in the background. Cricket's story was central point to Jaya and it doesn't get resolved until Skypiea. Bellamy was just a Mr. 3 tier character in Jaya. They beat down on him because they messed with Cricket(the Giants).

Exactly. Doffy treating Bellamy like shit gives the readers a counter-example to Law's claim that Doffy only adopts people into his family who are convenient. Without Bellamy, we would have nothing to contradict that claim.
Bellamy is in fact extremely convenient to Doffy and is loyal enough to probably die for him. Showing Doffy treating him like utter shit shows the readers, that no, Law isn't 100% correct. Doffy adopts people into his family for other reasons, and whatever that reason is, he treats them a lot better than other convenient people like Bellamy. It shows that Doffy does form some sort of connection (even if it still isn't an equal relationship) with his family more so than Law gives him credit for. If Wano isn't the next island, then the samurai characters will be around for another full arc where they are put off to the side. I don't think they would have been brought in this early to be sidelined for much longer.
The stuff from Zou is clearing leading into the Kaidou arc, which probably will fit into the Samurai's story with their reaction to dragonsassuming Kaidou is a dragon zoan

Most likely their background. In an SBS Oda said Doffy adopted people with troubled backgrounds into the family. He might feel a connection there. Bellamy was a rich kid who wanted to join just because he thought it was cool.

There's also a very easy explanation here. Doffy didn't want to have Bellamy. Law's explanation didn't make any sense to me at all. It was just his assumptions and ideas true or false, makes no difference. Doffy clearly valued his comrades he has a history with them. He had no reason to let Bellamy in his crew.

well I think it seems pretty fair that most people who ambitiously fight pirates join the marines sooner or later. bounty hunter is probably a really hard and uncomfortable job, you have to keep looking for pirates, you will almost always be outnumbered, you're in etreme danger and whenever you were to get a big fish, you make yourself enemies.
I wouldnt wanna become a bounty huter either

That's the point of a bounty hunter. Living in the shadows. Assassinating pirates. Dead or Alive in the bounty posters isn't for shit and giggles you know. How many times did Luffy fall flat on the ground after a battle. If a bounty hunter jumped him with seastone cuffs he would get all the riches. In a world where pirates are fighting each other, there's no emphasis on any sort of bounty hunting.
