I dunno about best, but it's definetly one of my favourites, they never really did anything badly in it, every episode was atleast good and some were excellent, the soundtrack was lovely, the scenery and backgrounds were beautiful and the healing was exceptional. S2 had a little more QUALITY than I would have liked, but hopefully the BD's will fix that.

wrt my example, I'd argue that it's actually pretty impressive
at that distance there's no way to nicely do facial features, I think you'd agree, but they still managed to include essential details like Nodoka's glasses or Ritsu's headband
that aside, the details on their clothing and the models and poses themselves are still rather detailed
maybe it's just poorly cherrypicked but there's no way I could accept someone calling that frame bad
