Something off with the 2015 season, thinking it might just be shit subs but still seems different in some way and has only been mildly funny at best-mediocre so far

They haven't really been adapting the funny chapters. I found the idol, love-potion, and excalibur arcs to be really funny and they adapted none of them. I hope they'll go back and do them.

No, they can't and shouldn't. It would break the flow and ruin the mood between things like Shinsengumi having to disband etc.
Shogun arc pretty much breaks the status quo. Either they do all the previous arcs then go into Shogun arc or they don't.

This season has a new director and main writer. It's still a manga adaptation, and the new director worked under the old one and attempts to keep everything stylistically, just like in the transition between the 1st and 2nd director (after the Shinsengumi betrayal arc), so many things feel similar, but there's definitely a change.
There are also less anime-only jokes than before (like how we got only a single "we're talking with a static background scene" this season), and while the previous director improved some manga jokes due to good use of the medium, the current one sometimes messes them up due to timing issues.

They can and should. If anything giving no breather between the serious arcs hurt the manga. The next arc after the Shogun is the actual no turning back point anyway. The only reason the Shogun arc is considered one is because the arc after it started immediately afterwards. They can easily add episodes between them as a breather without messing up anything.
I really wanted to see this animated.
