Like the page where All Might transforms for the second time. That he's spitting up blood makes it obvious he's in some distress, but it's his veins that really sell it. They look like they're about to explode out of his body. It makes it clear that it isn't a bullshit power-up, he's really pushing himself beyond his limits.

After superpowers came about, there was a period of violent anarchy and lawlessness. Heroic vigilantes eventually put a stop to it and restored a semblance of order, but law and society still hasn't adapted to the change. Therefore, you have heroes who are officially on the government payroll but who have no legal authority to make arrests. You have schools designed to teach quirk-related crimebusting, but they're private schools and not public ones. And the pay of heroes corresponds to their public stature rather than any objective rational, because the heroes "pay" is nothing less than a naked bribe to keep them in line.
Therefore, even though it isn't "logical", it's still internally consistent.

Also probably helps that since you never know anyone's actual quirk abilities unless you've seen them in action, the possibility of getting clobbered is always present. You're not gonna bully the birdkid because he might have Shadow Manipulation, and you're not gonna bully the girl with the silly bangs and rosy cheeks because she might have Gravity Manipulation. So I'd imagine quirks did wonders with people treating each other better, Deku obviously being the exception because he was a quirkless weenie before.
