Dude ran a planet-conquering and trading empire. Probably sold problematic planets with strongish fighters/shit that'd be too much of a pain in the ass to conquer to Bibidi. They might've even had some kind of agreement re: once Buu wakes up.
King Cold could be tens of thousands of years old for all we know. He might have been alive when the Kaioshin were killed.

Wasn't Buu retconned to be some primal force that has existed since the start of the universe? Anyway Buu obviously was the biggest threat to their empire. Beerus will fuck up a few planets at best then go to sleep, an out of control Buu will just wipe the universe clean. If Goku and Vegeta didn't exist nobody would be able to even scratch him, apart from Beerus and Whis. Basically you'd have to hope Beerus doesn't like someone putting him out of a job or Whis deciding "nah I ain't gonna let him".

Doesn't matter if he awoke at full power, when he did wake he'd have more than enough power to wipe out anyone with a flick of his finger. Only reason him waking at full power was relevant was because of Goku and Vegeta being very strong, Frieza or any of the androids couldn't have scratched him anyway, full power or not.

People are forgetting that Frieza and Cold conquered dozens of planets and had various races among their army.
