Though yes, about 200~ DDL's for each Konbini DMZ chapter so far compared to say 3000-5000 for each Maou chapter, sadly war comedy isn't popular. Varies, but the normal formula is to charge a base rate and then level it up for each request depending on how much of a bitch it is (regarding redrawing/the amount of dialogue).
Cheapest I know of is brolen/desudesu who start at $1.30/page tl'ed and edited for basic works (think they're ESL), then there's Saha who starts at $1.80, everyone else I know is in between those two including myself. It's not exactly a good substitute for work unless you're some third worlder since it pays less than minimum wage generally at those rates,

I don't dare say I'm good at this, but this is what, a little over 45 minutes in, not even close to being finished since I'd have to probably also repair or even redraw the smoke to a degree.
Also tried something that worked in my head, using a primary levels layer to set base blacks, then a second levels layers with a selective mask to blow out even more blacks and artifacts.
I still had to manually paint some areas, and for the top panel I can't tell what's supposed to be there due to the trash just lining the entire thing.
Might be a tone that gradually fades into black - can't tell.
Not sure if it turned out to be a passable clean.
At this point, I'd probably getting someone to buy the RAWs and just re-scan it because these are just terrible. I can see why the cleaner decided to do something else.
It's a damn shame since the art for the series is really great.

It depends on the raws but here's what I usually do when a raw is filled with huge jpg artifacts.
1/ run the raw through waifu2x jpg noise removal level1 only
2/ put the processed raw over the actual raw and blend it with Pin Light mode
3/ add a slight surface blur to nuke the remaining artifact
4/ replace color
5/ if there's destroyed details, mask them
Alternatively, you can just use surface blur if the jpg artifacts are highlight as fuck.
