The way I see it, they synchronize better when they crave a return to the womb more, which is equivalent to death, so they synchronize better when they're suicidal, so they synchronize better when they're more fucked in the head.

They actually seem to synchronize better when they're mentally healthy (relatively speaking). Asuka had better results with Unit 02 before she started falling apart and after she realized mama was a robot.
Unit 01 doesn't exactly follow those rules, but Unit 01 does whatever the fuck it pleases.
