I've been thinking of a thousand ways to fix it but I think I'll start with the simple fixes. This is without removing Tagiru.
-Better story planning. If you know you only have 24 episodes then develop the story sooner rather then giving us the usual 20 episode filler MOTW.
-Make the most of the crossover-more character interactions. Have Marcus or Tai inspire Tagiru to become a better person. Have Marcus and Mikey butt heads because of their different methods (rushing ahead to punch shit v planning)
-Digimons should have character. Xros 1-2 had a lot of Digimon, too little character. Xros Hunters had a lot of Digimon, no character. All Tagiru did was capture say a Tyrannomon and then we never saw it again unless it was used as a power up.
-Flesh out Arresterdramon's power up. In the anime, Tagiru got some inspiring speech and suddenly Arresterdramon got a new mode.
