Saitama has shown us in the manga he is able to move at something like 5 to 20% of the speed of light (He travels to the moon, and then back again in a few moments each). If he can move that fast then theoretically he should be able to deal with all the debris, or a lot of it. Maybe he could have if he'd planned ahead, or wanted to?

It's not hard to comprehend, it's just stupid. The concept of upper limit for Saitama's strength, and thus the entirety of OP's point, is nonsensical.
Also, it isn't really the same for all fiction. Obviously authors get to define things in their works however they want, and retcon the way things work afterwards if they don't care about things like consistent writing with actual thought behind it. Not all authors approach their works the same, though. Sometimes the way things work in a setting is pretty well defined, characters and events follow the established rules, and it actually makes some sense to talk about things like characters' upper limits. Sometimes things don't work like this, however. Sometimes themes and what might be called the narrative aspect of things - some literature major would no doubt have a better term for it - are the point, and the rules of the setting aren't supposed to be that strictly defined. OPM is in the latter category, Saitama being overpowered and bored by it is a fundamental and defining aspect of the work, and Saitama will remain overpowered and bored by it regardless of the power level of other entities in the world. That's how the upper limit of his power is defined.

i majored in physics, and i can tell you that the consequences of him punching it harder than he did would be far more severe than simply shattering it. it wouldnt simply be striking a solid object and releasing that energy the same way as if it hit the ground, which would be AS BAD. instead, it would happen in the atmosphere above the planet, which would be MUCH, MUCH worse. the fallout would be larger than if it struck the ground, because the planet wouldn't absorb any of the impact. a large portion of both the kenetic ennergy of the meteor and saitama's punch, which i can tell you would, for what he pulls of, have to travel at relativistic speed, be directed ouutward instead of mostly upward in an angular fashion if it impacted the earth.
one effect would be a massive radius air blast which would immediately kill anyone within range. again, this would effect an area far larger than if the meteor had simply hit the planet.
how saitama hit it is pretty much the best possible way to do so. at that point, damage was unavoidable, but by directingg much of his inertia into and through the meteor itself, saitama actually minimized the overall damage as much as would be possible, without telekinetic powers or reality warping abilities, which we have no reason to suspect he has.
and nobody died. not one person, in spite of the not being evacuated in time. that's either the author making fun of superhero tropes, a MASSIVE coincidence, or saitama somehow calculated HOW the meteor would shatter and broke it in such a manner that the fragments avoided civilians.
so basically, saitama is insanely smart, or insanely lucky.

Assuming Saitama is 70kg, which would make him a bit of a lightweight considering how buff he is, his kinetic energy going at .99c is 3.83*10^19. So, realistically, his landing going that fast would've been a planetary extinction event. Also, realistically, it would be impossible to propel one's self to that speed from any surface.
When you stand on the ground Earth's gravity pulls you toward its center. But you don't move because the ground pushes back with equal force. But there's a limit to the resistance of the ground. Push hard enough and instead of jumping up your legs just sink into the ground. Things like Superman pushing the planet from its orbit are impossible even if even force is applied because the object applying the force is so tiny. It's like trying to push a watermelon with needle, all you do is poke holes. So, actually, Saitama wouldn't even be able to accelerate to ridiculous speeds by jumping. At most he could get enough velocity to leave the Moon's orbit but definitely not 0.01c. Also, while Boros could punch Saitama hard enough to send him flying at relativistic speeds, this would've also been a planetary extinction event. If Boros applies ridiculous force upward, then an equal force is applied downward, sending Boros through the planet like a needle through a watermelon.
