'Stairway to Heaven - Made in Heaven' accelerates the flow of time in the entire universe to the point that billions of years pass by in a few seconds. Living beings are unable to "catch up" to sped-up time, while the ability user gains infinite speed, able to be at any point in the universe instantaneously. While living beings do not age, inanimate matter is affected by the acceleration of time - buildings collapse in seconds, food rots immediately, the geography of the Earth begins changing dramatically right in front of your eyes, to the point that all humans on Earth die once the sun goes red giant just a few minutes into the time acceleration.
'Stairway to Heaven - Made in Heaven' will keep accelerating time until it reaches the end and vanishing point of the universe (the Big Crunch, or heat death), at which point a 'new world' will emerge. All the souls of people from the old universe will be relocated to this 'new world': however, in this 'new world', people are subjected to live out the same events as in the old universe, because "Fate" cannot change. In other words, the ability user is now invincible: since no one in the old universe was able to defeat him, "Fate" will play out the same, and nobody in the 'new world' will be able to even stand up or defend from the ability-user, who is the only one exempt from "Fate".

Well Medaka got a 120% Version of all fiction and all fiction fucks up shit pretty badly.
It for example can simply say that a certain color does not exist anymore.
In Basics it declares that something was to begin with only fiction and thus never really existed, so it affects the entire universe and denies that.
All fiction can literally deny stairway to heaven and that is how the universe will be, stairway to heaven will have changed to the fiction of the user.
In other words Pucci is fucked over all his work will become nothing.
The Thing is that all who can use it are mentaly ill on an entire different Level and never use this to ist fullest.
Medaka could have easily beat most of her enemies, but she usualy prefers to Play according to their rules and Kumagawa used it more for torture related things.

Whitebeard is really straight forward which is refreshing for a character held as the strongest.
He creates quakes and they're actually realized as the ridiculously strong things they are unlike most action writers/artists who relegate it to shaking things a bit, but that's the extent of it. He has crazy endurance and strength but that isn't uncommon in One Piece or shonen in general.
None of that one punch or vector nonsense, just massive scale abilities done right.

Because Pucci was only defeated due to a plot-specific loophole (i.e. punching Emporio and accidentally making it so that Weather Report's ability disc would embed itself in the kid). Against anyone else, the 'weakness' wouldn't even exist. Once Pucci arrives in the 'new world', he can go around killing people as he pleases, and no one can even fight back or run away because "Fate" forces them to repeat the lives they had (and would have had, if it weren't for Pucci).
It would be the equivalent of saying "Whitebeard would lose in a fight with X because Blackbeard would show up and kill WB xDDDD."

That is exactly how Stairway to Heaven - Made in Heaven works. When Emporio reached the 'new world', he tried to run away from Pucci by taking a left turn. However, because in the old universe, he took the right turn, he ended up taking a right instead, even though he did not want to. This happens to all humans: that is how they gain 'happiness' (or Pucci's version of it), and hence how they can know their future. They 'remember' how their lives would have played out in the old universe, and are forced to go through the steps in the 'new world', with Pucci arguing it will cause people to become resolute. It also gives Pucci the advantage of being invincible in HEAVEN, because nobody can do anything to Pucci - they will want to, but are forced to go about the path they followed in the old world.

The ability initself is great, it has one issue though.
It takes time for it to take effect.
So anyone with the necessary speed can fuck Pucci's shit real nicely before it reaches the necessary speed to hurt them.
Gold Experience Requiem negates actions making it the perfect defensive skill, but it lacks the offensive feats to make anyone with some real good defense worried.
Not to mention it's only temporary. So once the action is reset it kinda leaves Giorno open.
The most broken ability is manga is kinda up in the air, maybe all fiction or the shit Accelerator can do is it.
