So i picked this up after seeing the sticky about the movie, thinking it was an /a/ recognized masterpiece.
I've managed to read until chapter 30 but still can't get into it, i wouldn't even say it has a plot as it is just random cyborgs and shit appearing as Killy keeps asking around for the net genes, i also don't like the character designs and they don't have any personality
it's basically the whole cyberpunk/dystopian world idea by itself, with no characters or plot to give it substance
IMO, Blame! is undeniably a masterpiece though its strengths lie in world-building, scope, and awe-inspiring scenery-porn as opposed to nuanced character development/interaction.
The story and dialogue are minimalistic; Blame! is basically a story about a man walking up, and many find this fact off-putting.
IMO you are looking for substance in the wrong places. Blame! is about that moment when you are scanning an intricate, MC Escher-like 2 page spread so well rendered that it almost gives you vertigo only to find that the main character is that tiny little dot in the bottom-left corner
There is a plot. It's just structured the same way the setting is.

Killy has flashes of personality throughout volume 1 man you're trippin'. When he opts to help out that helpless alien chick from getting eaten. Then when he finds her frozen corpse later on that trader ship he helped to defend, he promptly destroys the entire facility with a look of glee on his face. When he tells that dying human dude that the he's the "whatever" I forgot, he knows he was lying to the poor guy. When the Silicon Life confront him much later in vol 1, Killy smiles and brags to them that he destroyed one of their birthing chambers.
Cibo is a helpful, inquisitive scientist. She cares very much for the well-being of the Fisherman, and anyone in general really.

If you aren't getting into it already, you will probably REALLY hate the ending then
There used to be a joke repeated here more often: You view Blame, not read it. And to be honest, a part of that is true. You have to feel the story, feel the setting and feel the atmosphere. Unless you immerse yourself into it, a lot of people just don't get anything out of it at all. It's definitely not for everyone, but the people who do get it, share that sort of experience.

Killy's lack of personality IS his personality. He's done nothing but walk around alone for some hideously long period of time. Cibo makes things slightly better, but she's suffering from the isolation as well and becomes more like himup until she turns into Hacker Angel Jesus Girlfriend then into a pregnant skele-loli.
