He has some good character designs. Most of them err too much on the side of retarded though, even if they're memorable, and most of his women look the same. Paneling is messy -- it's admirable that he has so much story in him that he tries to shove a ton into each chapter, but he needs to loosen up so it doesn't look like a kid writing with half-margin text in his notebook. Expressions are too simple and overwrought, but that is more of a "writing for young teens" problem so it's passable. Backgrounds are highly detailed and unique, great to look at. There's my reasoning.
Naruto up to end of Zabuza was God tier

Because, when it comes down to it, this is HIS series, and his life. He's not indebted to his fans, and he is not a slave to us. I love HxH and want it to continue extremely badly, but I think it's arrogant to assume I know Togashi's life and his reasons for taking breaks. It's not like he's sitting back saying 'haha those losers' about his fans or something (although with the hate he gets from Japanese fans over not writing more, I wouldn't exactly blame him).
If he has serious health problems, then it's more than excusable, but even if it's just a mental block, I think that's also very excusable. I think anyone who is an artist/writer, myself included, can attest that coming by motivation to work on something through thick and thin, without getting mental blocks is virtually impossible. When you are forced to do so anyways, that's where quality drops. Coming by authors or artists who are incredibly productive is really rare. Coming by artists that are incredibly productive AND produce amazing ORIGINAL content is unbelievably hard to find. You can't expect everyone to be like Eiichiro Oda, because most people just aren't. Don't get me wrong, I get the frustration, but the attitudes towards Togashi from people who LOVE his work is very immature imo.

Naruto isn't a strict copy of HxH since they began serializinfg around the same time. But there's no doubt that they influenced each other in the long run, and Kishimoto might have read Yu Yu Hakusho at some time.
Naruto is considerably more popular in the west due to the anime adaptation. Also, Naruto has a more serious feel which is appreciated by western audiences (that's also why OP isn't as popular as it should be).
When discussing the popularity of shounen manga, the two determining factiors are the quality of te anime adaptation and how much serious it is. For instance Jojo is a cult classic in Japan, here in the west it's completly ignored while Attack on Titan is on everyone's mouth.

I get that, but my point is more that, WHATEVER his reasons for taking such long breaks are, it's really none of our business and even if the series is ongoing, he isn't indebted to us, so saying something like 'he has no excuse' isn't fair imo. In other words, there's no defending that has to be done, because this is his series, not ours. Naruto arcs generally consist of "strong ninjas are here, lets beat them in a forest" while Hunter x Hunter explores much more interesting concepts like an island controled by videogame rules, a plage of mutants evolving in an isolated country, an otherwordly demon that can grant wishes, etc.
