Which in retrospect puts Eto's actions into stark relief: She knew Sasaki wouldn't willingly embrace his Kaneki, but she had seen how he had done so to protect both the Qs and Hinami. So she decided to create a situation where the Qs were under duress while Sasaki was on the ropes.
She knew Sasaki was in communication with his Qs and (while I don't know if she expected this) she moved Noro and Kanae to pin the Qs and Sasaki respectively as soon as they separated. Only intervening herself when it became clear Sasaki had beaten Kanae.
Because she figured that Sasaki would behave like clockwork when he found out his Qs needed him, yet lacked the strength to defend himself. He'd embrace his Kaneki.

I think the ghoul world feared of the one eyed ghoul before Eto, which pushed V to hunt for her that much. Eto then used the name to collect followers for herself since she was conveniently one eye too.
