That's a bit too simplistic. Yoshii was clearly interested in bringing Luxians back to the surface after wiping out the Class (and presumably the Theonormals). His respect for Doc and her work also points to utilizing that technology to keep humanity moving forward--contrast his praise for Doc as a 'goddess who mechanizes human beings' with the Class, all of whom he despises and calls weak invalids.
