I think this is a key difference between Sakura and Usagi. Sakura have some level of righteousness but is sort of more of on a personal scale. She fights to bring a happy ending to those around her, the people she loves and is content with that. Usagi is more of an avenging angel in that sense as she's more ferocious and willing in pursue and vanquish evil once she gets motivated.
Sakura is brave and noble but her heroism is rather a consequence of her adventures rather than a natural vocation.

I like how even the seemingly weaker cards of the magical deck can be stupidly dangerous to her foes if used wisely. The show really sugarcoated the implications about what Sakura can do with her powers. Just The Flower is already ridiculously broken.

Usagi became a god at the end of her series and she was already capable of planet scale resurrection, granting immortality, and instantly traveling anywhere in the universe.
Usagi became the concept of Creation in the end of her series.
She ultimately became the Counterpart of Chaos in her series which was the main antagonist of the Sailor Moon universe who wanted everything to become Nothing/Void again.
Sailor Moon's job is to give birth to a new universe again after the old universe nearly gets killed by Chaos.
Sailor Cosmos is what Sailor Moon ends up becoming after thousands of years of living and the last time you see Sailor Cosmos is when she goes back to her future time period after getting cheered up and regaining hope since Chaos nearly achieved its desire of nothingness in Sailor Cosmos's future and Sailor Cosmos timetravlled to the past in despair because she was the only survivor at that point in time and wanted to say Fuck Everything.
Madoka is neither capable of Universal Creation or Destruction.
She can't give birth to life much less destroy it.
She can't cure disease or make anybody immortal, either.
Madoka is weak shit compared to Usagi.

While we get to see all those powers and their potential implications Sakura really mellows them down and only uses them when she really needs to and in really particular situations. I loved the character development of the series but I really wish it could've had more action. Sakura getting really mad for whatever reason and using more than one or two powers at once would be I clusterfuck I'd enjoy seeing.

Do you realize The Bubbles card is a sentinent and self-moving of slippery and foaming liquid used to surround and slip through all areas of the body it makes contact with? Shit will be broken against almost any opponent that doesn't have some sort of full body protection.
It can get into all of your body orifices and force it's way through less pleasant places like your eyes or worse. Keep shaking and bubbling. It can lead to very nasty and stealthy deads (by choking primarily) but even if we avoid lethal force it can still be really really hard to fight it, specially if you only have melee-based powers.

Problem is Sakura will hardly do that. If you paid attention Sakura never used magic directly against another human being with intentions of harm. The most violent thing she did during the whole show was using The Shadow to restrain a security guard at the museum. Even her last battle had her on the defensive and finding a way to save the day without the need of aggression. Sakura only ever used offensive magic against beings she guess can take it or finds necessary to disable the magical puzzle in front of her.
