You can say that Saitama and Beerus share something in common in which they've yet to find opponent which they can fight at 100%. While we know not how much percentage Saitama used against Boros, based on Boros's dialogue, Saitama is more likely to be using less than 50% of his full power.
tl;dr everything Saitama's done so far isn't at his full power. He will when he finally finds one who can match him toe to toe. Against Goku, it's a big maybe because of that trump Saitama has (his full power) which we know nothing about, yet.

Who says Saitama's serious punch was supposedly at a universe busting level? No one ever said Saitama reached that kind of destructive unless you believe that rumor his full powered One Punch is equivalent to the Big Bang (which we all know it was shit).
It's clear Saitama knows his own strength and just adjusted his punch just enough to defeat Boros while minimizing collateral damage. See his spar fight with Genos and him smashing the Meteor.
Saitama's serious punch against Boros wasn't planet busting level, let alone universe busting, but it's not even at full strength either. No one can assume his 100% punch is either one until Saitama actually does it. But so far, no one has pushed Saitama to throw that kind of punch and see it's full impact.
