Yes, Lain is a kami by thestartof the series.It's unique. Haibane Renmei is more focused in what it does, so I like it better. But Lain is amazing too. It's easier to get into than Texhnolyze, for one.

Don't let yourself get spoiled by hype or high expectations. It's absolutely overrated, but it's also a pretty good show.
Haibane got a little melodramatic at the end. I preferred Lain to Tex.
I had to watch Lain twice before I really liked it, though. I haven't done the same with Tex yet.

I loved Lain but Tex was definitely better. Still haven't seen Haibane Renmei
Extremely good. Have to pay attention so you don't miss anything though.
As for comparing it to other "Abe anime", they are all really good (except for NieA_7) so its completely based on preference on what's better.
Personally for me its Lain > Haibane > Tex > NieA_7
