Shitty bitrate can turn 720p to shit - sometimes that can mean that the lower-resolution version actually looks better. For examples just check live action shit where sometimes 1080p encodes of full movies have a file size around 700 MB.

Hidamari is the same. Shaft didn't know what the fuck they were doing with digital back then. SZS uses a lot of textures and has kind of a foggy effect too, which makes it worse.
