Not him but top 1,000 really doesn't mean much. The different between 1,000 and 500 in terms of at least stalker points is like 5-10 units. Really unless you spend any significant amount of time in the top 100 overall it's not going to accumulate to very much. The algorithm dishes out crazy points for the top 3 overall too. I believe it's something like
#1 2,800
#2 1,200
#3 800
but that's only if it stays in or around that rank for an entire 24 hour period at which point that number gets added to the final estimate. Once you're out of the top 10 and into the top 20 you're talking like 300-400 points a day. Top 50 like say Monogatari for example has been getting like 200 points a day and finally top 50-100 is coincidentally about 50-100 points.
