Well one of the first things he intends to do with a player, if he finds one, is to kill them, to see if they auto-revive, or if they require another party to bring them back to life.
Might change if the player was valuable, useful or familiar to Ainz, without being a threat. Which would be a tough line to walk. He'd probably be okay with players up to level 80, and would be just fine with 40-60.
He needs them to not be a threat to both himself, and the inhabitants of the Tomb. If they are too weak to be useful for anything, he'll experiment with the first one he finds... and since godkin are a thing, he might horde them in order to create a lineage of powerful subordinates cranking out of the Happy Farm.

As for using one to defeat Shalltear, he went into the fight, assuming that whoever used the WCI on her, was at least observing her and his fight. That's why he went in wearing not his usual equipment, showing off only his skills and super magic. He didn't show off his WCI because he assumed "someone," potentially another player, might interfere if they saw him pull out such a big gun. He used this as a basis to keep the guardians from interfering in the fight.
He also didn't want to potentially lose a WCI if there was an ambush.

The issue is, even after the anime was finished, there is ALWAYS a thread up and once one hits bump limit, one almost immediately gets made. The only new content after the anime finished airing was on saturdays, and there was and there still is no need to have one up constantly inbetween the week. The threads for the most part are just maedo posting, image dumps, cticlejerking and I believe at one point they were very heavily CYOA and fanfiction

Why doesn't PA get used more often? He's fairly competent, and he's on par with Albedo and Demiurge on terms of intelligence and keikaku (I would dare to say that he's even more competent than Albedo since she's usually too busy trying to get the bone to actually do some master planning by herself). Ainz could advance a lot more if he put him working with Demiurge. Since he's also evil, he won't stop Demiurge from doing anything 'unethical', but since he shares the same mindset of his creator, that would prevent Demiurge doing anything that would end upsetting Ainz.
He could also serve as a intermediary between the two, and maybe do the same with other NPCs. He wouldn't need to be pretending all the time, since he can express himself more freely with PA than with any other NPC and doesn't mind to trash his 'overlord' image in front of his own creations (like he did with DK-kun).
Keeping him just paying a few bills each month and being a double in case that he needs to be in two places at the same time once per month, seems like a huge waste of resources. I bet he's happy that his master orders him to do stuff, even allowing him to carry his name and appearance, but it still feels like the hugest wasted potential of Nazarick.
It also feels unfair that Ainz (an the other guardians) keep inviting Sebas to all the important meetings when he's around, but they left PA out when he clearly more intelligent and holds a higher rank (since he's basically floor guardian). At least he can roam through the 9th floor and mess with the Maids and Albedo.

The way that phrase came into being was that there was only one heir to the house and that heir would inherit the father's name.
Everybody else had to, quite literally, make a name for themselves.

Third is that starting such a costly developement is pointless.
There is already much more lucrative natural resource available to all nations and that is magic.

After all, why bother creating a rocket capable of reaching the moon when you can just teleport there?
