I'm sure the vast majority of people don't care about ratings in any way; they don't rate and they don't look at the rating of a gallery. Even the most popular of my galleries (granted I only looked at a few of them) have less than 1,000 votes while having half a million hits. So in a way there is a dedicated group that does most of the rating, but I don't think there's an organized group that specifically goes after BL or anything else.
Personally, I have yaoi flagged and ignore those galleries unless it's an author I like, but I'm guessing the kind of people who down vote or leave angry comments in galleries they don't like don't have that sort of feature at their disposal. Either they're going in expecting something else and vote 0.5 out of butthurt, or they automatically do it because they have an issue with the genre (same deal with NTR haters leaving comments). What offsets the vote is likely that the neutral/positive users don't visit/vote, but a handful of haters do.
People tend to always go for the extremes too when it comes to rating systems. They either give it 5 stars or 0 (.5 in the case of EH), which is why you'll see a popular scanlator having 4~5 for all his galleries, but a gallery from a person or with a genre that a lot of people hate will get 0.5~1 star.
