Two unrelated points. Because when the manga ends they'll have time to animate the remaining serious chapters with another new Gintama anime.

It makes no sense timeline wise, but they have to animate the remaining non-serious arcs after Shogun Assassination arc. At least two of them (Ikumatsu and Love Potion) are actually pretty important for certain characters.

They can always handwave it with starting it up with the Yorozuya sitting by the kotatsu.
