If we're going to have one then a moral system based on results is preferred and rehabilitating drug users benefits society while punishing and shaving face does not.

The problem isn't her use of drugs and the negatives of that in and of itself, the problem is the absolute, utter contempt for society it implies in Japanese culture. You don't understand it because even in America at the height of the war on drugs it wasn't this big of a deal, but the fact is Japanese society views doing drugs as being just as belligerently antisocial as taking a shit in a public fountain at rush hour. Just because drugs don't imply such contempt in Western culture doesn't change the fact that it simply does for the Japanese, and any society should cut off and shame people who show such contempt if it wishes to maintain publicly-minded communitarian and collectivist values. Of course, as Westerners, you don't give credence to such values, but the Japanese do, and they have a right to act for the interest of what they value the most deeply as a people.
