Dio got his Stand a year and a half before the fight, learned about stopping time a year later and managed five seconds. Jotaro got his Stand less then two months before the fight, managed to fight DIO on equal fotting, and managed a 3 second time stop minutes after learning about it. So I haven't seen Jojo's Bizarre Adventure before, but from the openings I think I get the premise: So it's these two boys (I'm guessing blue haired guy is Jojo) who grow up and fight each other over some love interest, and then they get fire powers from the mask. But later on, in the second opening, they put aside their differences to fight bigger, badder enemies. Which makes sense because blond guy seems like a better friend character, like Sasuke. And we're also introduced to the main villain of the series (the one on the sunset), and some other love interest character. In the third opening, blond guy is gone so I assume he died, because Jojo's got a blue ghost following him around and he's a lot more grumpy (I like the coat though). He teams up with a bunch of other badass dudes who also have ghosts following them, and it looks like they're hunting down sunset dude for killing their friends. Them looking at the sun rising was a nice touch. This one was my favorite. And the fourth one just looks like the third but we see sunset dude was really blond guy's evil half (kinda like a hollow ichigo?). Which I guess is why he was such a dick in the beginning. Also, they have a puppy!

They adapted everything with ok to great animation (well except episode 47 that is), added new stuff that actually compliments the manga and had superb voice acting. I'm happy that he was treated as a bigger deal than the other two and given more attention, because he's the only one that seems to have that...I don't know, spark that DIO has. Not charisma, but drive, pride, and tenacity. He also has the body of a God and an actual TIME BASED STAND.
Given some time to master his stand and come into his own, he could have been main antagonist tier.

Aside from a couple of 'Araki forgot' moments like Kakyoin's stand, the only way I'd improve Jojo retrospectively is to make the style more consistent in each part. The difference between early part 4 and late part 4 for example is worlds apart. Obviously that's just a byproduct of the way the manga is made and how long each part is (all spanning over the course of many real world years) but looking back on the series as a whole, art style inconsistencies are probably the only thing that /really/ genuinely need fixing without twisting the plot
