The reason is twofold:
1- they were sick of Central Park Media using him as their poster boy so they lashed back at MD Geist out of petty bitterness
2- they want people to take them seriously, and they think that if they enjoy ultraviolent action, people will call them "juvenile", so they force themselves to hate it. This is typical of blog-based anime reviewers.

The second OVA is much more story-focused. Geist becomes a legit villain and it has some nice action sequences, but lacks the non-stop action of the first one.
