Edgy girls are cute, especially when that edginess comes from an actual character flaw and isn't just an attempt to make the character seem cool. Ouka being angry all the time at everyone and incredibly prejudice is presented as a problem with her as a person, and seeing someone who's irrationally angry and hateful because they can't let go of something grow as a character and learn to let it go is actually really endearing. That aside, she's just not a great character. She feels like the bland, idealized self-insert character in some really, really shameless shoujo romance manga. There's not a whole lot to her character beyond thinking about lewd things with Ikki, blushing about lewd things with Ikki, instigating lewd things with Ikki, and generally just being romantically involved with Ikki.
In fact, most of Rakudai's character interaction just seems to be a vessel to show Blacksteel Samurai the Perfect and Burn-Princess the Moe having their perfect and lewd teenage romance. They're both too flawless and neither are particularly interesting characters, so the fact that she, especially is defined almost entirely by her involvement in that relationship really makes her less interesting.

The thing is that I want to see Stella do more than just be in a relationship, she says she joined the school to become a strong knight on her own, but we never really get to see her do stuff for that goal, you get what I mean? In comparison, Ouka feels a bit more rounded, her character flaw is not something simple, that causes her problems and she won't get over it really easily even after the MC broke down her walls and made her accept him. Even if Ouka is willing to do things the way the MC wants and is willing to become a part of the team she still hates witches and still wants revenge.
These things are actually what makes her interaction with Mari so great, first of all it shows that Ouka still has her problems, and when she accepts Mari it shows that she is working on getting over her prejudices. Plus her deciding to investigate Mari's case to find the evidence that she was innocent shows some of Ouka's good qualities: her desire to give everybody, even the witches she hates, a fair trial and gives you the impression that she is more than just a loose cannon. The best of all is that Ouka did most of this without the MC having to tell her to accept Mari, Ouka did it on her own and I like how Mari and Ouka just end up becoming fighting friends on their own and have a relationship independent of the MC (even if they tend to drag him into their fights).
All of this really helps make Ouka feel like a more rounded person compared to Stella, and hence why I like her more.

The bit about investigating Mari was actually a huge redemption to her character. It showed that Ouka isn't JUST a rabid revengeslave. She has integrity as an inquisitor and some level of fidelity in what that job entails.
It makes her interesting because her pure, burning hatred is at odds with that sense of integrity. It puts previous actions of her character in perspective. Suddenly all those people she killed weren't just "they deserved it so I murdered them" but an actual breakdown of her emotions and her integrity. She didn't just boil over with anger, she actually lost control and did something contrary to the values of her character, and she struggles with her remorse for that.
That makes her an interesting character because it shows that her hatred isn't just a character flaw in the sense that it's inconvenient for the institution, but that it's actually a problem for her as a person. That it is actually a source of genuine internal conflict, and that she has personal reasons for seeking to resolve that conflict.
It kinda makes you want to cheer for her.

In terms of how easy they are to bully, Stella is the easiest, then Julis, and lastly Ouka. Ouka just doesn't have that soft side or princess pride that would make her easy to tease like Julis and Stella have. Really her only problem is ghosts when it comes to bullying. Julis is also a bit harder to bully, but that's mostly because she has a good head on her shoulder. Best way is to bully her via pride. Stella is pretty dumb so she is very easily bullied.
Ouka would be too autistic to realize she's being bullied.
