Diplomacy still maintains a pretense of niceties, and all the real strife is takes place through implying implications and bullshitting while in the background the people you represent manipulate events to stack the deck in your favor. All of that also exist in Asterisk. Asterisk just has a different system that gives more power to the schools in the city and yeah Antiskill doesn't exist. The main difference is that in Asterisk the city feels more like an academy to watch over the Genestella and even offers opportunities for them to advance higher in the ladder because the whole world is different and clearly affected by the rise of the special children(hell there are Genestella that have grown up and have had kids themselves). While in Index, it's much closer to our real world and the city works as a containment place and experiment lab essentially. Thus, stuff in Asterisk don't need to be so much "underground". The morality is very different.
