Nothing in DBS has outright retconed the last few chapters of Dragonball. If anything it's reinforced it. We don't yet know what happens in those 10 years. Is there a reason why he couldn't? Goku did it. And he started with a power level of 10. Even without saiyan hacks, by the time he got to piccolo jr. that dude multiplied his strength 1,000 fold. Uub has had NO training so far that we know of. So his strength is literally just his raw power. With some lessons and some workouts he has so much potential. But he's meant mostly as a bookend character to show that Goku's ready to pass on the torch anyway, so none of that matters.
