And Minami (BONES President) is one of big names in anime industry. Rumor said that if Minami asked Bandai/Aniplex/Other production company to make original anime, there's only two answers, "yes" or "ok".
Also, it's not a secret BONES is one studio that really care about animators, and almost constantly producing good animation.

Yoshimichi Kameda and Norifumi Kugai are one of animators whose names became famous because BONES' anime (Kameda with FMA B and Kugai with Space Dandy).

That's not how this industry work. Nowadays anime is only a medium to sell goods like manga, game, visual novel, light novel, etc. They (producer) don't really care on the animation quality. The main focus is to boost the original source material.

That's why we got so many anime in one season, and these young animators are forced to work in very tight schedule without much experience.

Well they aren't doing a very good job if the anime looks so bad it doesn't give peoples any reasons to care for the source material at all. It might be fine for moe SOL shows but then there are action packed shows like Heavy Object which completely fail to capture the appeal of the original work due to the low animation quality and it simply turns off everyone. Just like the OPM anime would if it was flash animated or something.

Maybe some of them care, usually the animation producer (they're the one who recruit the character designer and animation director), but the current state in anime industry demand them to produce more money for the original source.

So they can't stop making more and more anime. Meanwhile the number of experienced animators are limited, and they usually just freelancers.

The high demand for anime adaptation can't meet with high supply of good staff & animators, so they must keep going with very bad schedule and produce mediocre animation.

Death Parade was decent, the only thing which wasn't great was how the ending amounted to little.
Overlord was pretty clearly a low budget affair because of the CGI abuse and well, what they did get to adapt wasn't exactly the best content to adapt into a single cour.

True, it's not the first time a Kyoani PV didn't show off any impressive animation. Most of the skepticism comes from Ishihara's recent performance and the source material.

If there's one thing Ishihara did well with Chuu2, it would be the comedy bits so if he can deliver on that in Phantom World then it's fine.

From the start of B-part, (the animation) was in-house.
Starting off, their(Saitama and Genos') conversation was (done by) Imamura Daiki.
From the point that Genos took his stance to the cliff punching rush was (Arifumi)Imai.
There on until the end was (Hidehiko)Sawada.
Sawada acted as the animation director for this entire scene, but since Sawada's Genos was so cool, there was almost no need for the genearl animation director (when dealing) with Genos.

Kigami's the one everyone in the studio looks up to. Back when he was working on Akira, Toshiyuki Inoue saw Kigami was some kind of "rival" so that says something about his skills at least.

Kyoani uses all in-house talent, creates an environment where a house-style is endorsed (enforced even?) and they're also pretty secretive about who animated what. So they're unlike every other anime studio in that sense.

Some animators do stand out in Kyoani shows, but most of them are essentially just names on a credits list.
