Also, gags in anime often feature what looks like semen to the untrained eye, you wouldn't know better if you didn't watch the actual show to get the context.
Banning "foreplay" is also problematic because:
A- most groping and fondling in ecchi anime is not foreplay
B- When some sort of sexual foreplay is in a show it usually serves the plot in some manner.

If you did this you wouldn't be able to post a large number of screenshots, gifs, or webms from most ecchi shows.
Stick to how the rules were originally enforced: If it's from an anime TV show, Movie, or OVA, it's fine, period. Even depictions of sex should be fine if it's from an anime that aired on TV or was a movie in theaters. Only actual porn should not be allowed, and it's up to the mods to know what is anime and what is hentai( protip: google helps)

If it's an official series on BD, DVD, or TV, it's allowed even if it's lewd
The fact that it's not pornographic inherently means it's acceptable
