even with that, half saiyans lack the drive to keep training to get stronger after a certain point. They lack the lust for battle that full bloods like Goku and Vegeta have.
It's clear that after Goku died in the Cell games Chichi lightened up and would have let Gohan strike up a balance between training and studying if he wanted to. But instead he just kept studying for the longest without training.
Even now i doubt there's anything really keeping him from training right now. He just doesn't want to because he doesn't look at fighting the same way his father does.

I didn't notice on a first watch, but Roshi is shown powering up with a Z-type aura when everyone releases their power in order to allow Goku to sense Earth. Was Yamcha EVER shown with a power up aura?
Also, I noticed that in the manga Kuririn mentions training with Roshi for the androids. So, although he had retired from fighting, there's evidence that he kept training.
