Why should that be the case? There doesn't need to be a couple if the show doesn't call for it just like with every other element in a story.
Psycho-Pass and Ping Pong, for some recent examples, don't have any romance in them and they were amazing anime to a lot of people. Although, I guess Ping Pong was quite romanticized with the way it show everyone's views of the sport. Psycho-Pass also had this sort of relationship with the characters in that as well, I think.
But, no, I don't think every single anime should have romance in it. If it doesn't call for it, it shouldn't be included just because.

What matters is how well something is done. Might as well leave it out if you're not going all the way. That doesn't mean that you have to focus on the specific part though.
It all depends on the quality, you can literally put anything in a show if you work on it and put enough thought and time in to it.
