Not him, and I'm not saying it's easy to understand, but everything is very obviously not being revealed all at once. The scriptwriter is the guy behind 999 and Virtue's Last Reward, so I think we can expect to understand things the deeper we go.
We've gotten to know the characters a lot since we first saw them in episode one. All of them, too, not just one at a time. Everything feels like it has a purpose to me, like it's not really wasting much of its time.
Just give it some time, I'm sure it'll all make sense in a few episodes. The scriptwriter did say to watch until episode 6. I'm expecting something comparable to Samurai Flamenco, but who knows. Maybe it'll turn out to not matter and everything does end up being unexplained.
